Holder of iraqi passport are not able to apply for e-visa! 

 

My personal experience: 

I visited laos back in 2014, i applied for lao visa in their embassy in hanoi, there was no requirements! Just paid the visa fee $35 and got my sticker visa within 15 minutes! 

flew from siam reap to luang prabang, when i arrived at luang prabang airport, i passed the immigration without any extra interrogation.
